1) the level of knowledge, experience, and skill an organization has with identifying desired key results and measurable strategies for tracking their progress,
2) composing and implementing clear and accurate mission, vision, and values, and
3) the level of knowledge, experience, and skill necessary to prepare and communicate performance appraisals that promote positive employee/manager engagement,
4) the number of participants, and
5) the availability of internal trainers who can participate in trainer-the-trainer training (which would support timely onboarding).
